4. Regional Proces

4.1 Why is it important to launch regional processes and how were the regions chosen?

Even though all regions do adopt a rather similar general approach to solving water challenges, it is important to take into account the characteristics of each different region, including the geographical, institutional, technical and cultural aspects. The regional process also makes it possible to address challenges and take advantage of opportunities of mutual interest through the joint cooperation activities between countries within the framework of the implementation of activities and recommendations formulated during the Forum.

In this context, the separation of the regions may be done on a continental basis, with possible subdivisions based on economic or climate factors. This approach offers two advantages that reinforces regional integration, considering that it reduces implementation costs and increases the potential for success of initiatives that involve countries with similar challenges and comparable implementation capacities.

4.2 How will the regional process link to the thematic and political processes?

Each region of the world faces specific challenges with regards to water. Through its preparatory process, the Forum will involve regional committees to address issues particular to the region. Through a number of regional meetings, it is anticipated that regional reports will be published to underline the most salient aspects of proper water management in each region, as well as the obstacles to overcome and proposed solutions.

4.3 Can the regional process be considered a “mini” water forum?

The regional processes cannot be considered as separate water forums, but should be viewed as necessary steps for a joint effort working towards a unique global forum. The regional process aims first at ensuring that the differences and characteristics experienced by each region of the world with regard to water issues be considered and evaluated at the global level, from both a political and technical perspective.
