Section 17. In Memoriam
On 5 January, Timur Shamshidinovich Rysaliev, Head of the Department for Operation of Irrigation and Drainage Systems and Water Use under the Water Resources Service of the Kyrgyz Republic, passed away.
Timur Rysaliev was born in 1977 in the village of Chaek, Jumgal District of Naryn province, in a family of hydraulic engineers. After completing secondary school, he enrolled at the Kyrgyz National Agrarian University named after K.I. Skryabin, Faculty of Hydromelioration and Land Management, where he earned the qualification of hydraulic engineer.
He began his professional career in 1993 as a junior specialist at the Jumgal District Water Management Department. Over the years, he held various positions within the Naryn District Water Management Authority. Since April 2022, he had served as Head of the Department for Operation of Irrigation and Drainage Systems and Water Use.
For his dedicated service, he was awarded Certificates of Honor from the Cabinet of Ministers, the Naryn Regional State Administration and other institutions, and was also decorated with the “Distinguished Worker of the Water Sector” badge.
On 7 January, Zhenishbek Bekbolotov, a prominent statesman and public figure, Honored Builder of the Kyrgyz Republic, passed away.
Zhenishbek Bekbolotov was born on 15 May 1945 in the Karavan village, Jangi-Jol District of Osh province. In 1969, he graduated from the Tashkent Polytechnic Institute, majoring in Construction Engineering Technology.
He began his professional career as a plant foreman and advanced to senior public service, serving as a member of the Government and a deputy of the Jogorku Kenesh of the Kyrgyz Republic. He held a Candidate of Technical Sciences degree and was the author of inventions and scientific publications in the field of construction, irrigation, and water use.
For his significant contribution to the development of the construction sector, agriculture and water management, he was awarded numerous state and departmental honors, including the Order of Friendship of Peoples of the USSR, the “Dank” Medal, and the honorary title “Honored Builder of the Kyrgyz SSR”. He was also a laureate of the State Prize of the Kyrgyz Republic in Science and Technology.
On 2 March, Viktor M. Shipilov, a veteran of the V.D. Zhurin SANIIRI Institute, passed away.
Viktor Shipilov was born on 23 March 1936 in South Kazakhstan province. In 1957, he graduated from the Tashkent Mining Technical School with a degree in Industrial and Civil Construction, qualifying as a construction technician.
Beginning his professional career in 1960, he worked at the Institute from 1960 to 2003, advancing from senior laboratory assistant to leading engineer in the Prefabricated Structures Laboratory, which was later incorporated into the Laboratory of New Construction Materials of SANIIRI. With his direct participation, laboratory and pilot-scale studies were carried out on prefabricated anti-seepage linings of irrigation canals and technologies were developed for the production of various structural elements, such as flumes, slabs, pipes, and regulating gates, made of ferrocement using locally available materials.
Together with his colleagues, V. Shipilov also investigated the potential application of polymer materials in hydraulic engineering construction across Central Asia.
In recognition of his significant contribution to research and the development of new materials, he was awarded Certificates of Honor, and received the “Veteran of Labor” medal for his dedicated service.

On 22 December 2024, at the age of 70, Lyudmila Anatolyevna Mukhina passed away. Lyudmila Anatolyevna was born on 1 January 1953. She began her professional career at the V.D. Zhurin SANIIRI in 1993, serving as Chief Accountant, and in 1996 moved to the same position at SIC ICWC.
For many years, L. Mukhina remained the Center’s permanent financial lead, demonstrating a high level of professionalism, responsibility and dedication to her work. She made a significant contribution to the development of the organization’s financial and economic activities, ensuring the effective implementation of international initiatives in the water sector. Her service with the organization concluded in 2019, upon her well-deserved retirement.
In recognition of her many years of conscientious service, L.A. Mukhina was repeatedly awarded Certificates of Honor from the Ministry of Water Management of the Republic of Uzbekistan and SIC ICWC, and was also decorated with the “Veteran of Labor” medal.
On December 26, Yuldash Khudayberganov passed away.
Yuldash Khudayberganov was born in 1943.
In 1969, after graduating from the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers, he began his professional career as a site manager (foreman) at the “Khorezmsovkhozvodstroy” Trust. Over the years, he held various senior positions, including the Head of the Trust from 1990 to 2000.
From 2000 to 2008, he led the Basin Water Organization of the Amu Darya (BWO Amu Darya).
