Scarce water is already hampering electricity generation in these regions\u201414 of India\u2019s 20 largest thermal utilities experienced at least one shutdown due to water shortages between 2013-2016, costing the companies $1.4 billion.<\/p>\n<p style=\"text-align: center;\"><a href=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/india_power_plant.jpg\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-7009 colorbox-7008\" src=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/india_power_plant.jpg\" alt=\"\" width=\"640\" height=\"471\" srcset=\"https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/india_power_plant.jpg 640w, https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/india_power_plant-300x221.jpg 300w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\n<p>It\u2019s an issue that\u2019s only poised to worsen unless the country takes action\u201470 percent of India\u2019s thermal power plants will face high water stress by 2030 thanks to climate change and increased demands from other sectors.<!--more--><\/p>\n<p style=\"text-align: center;\"><a href=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_map.png\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-7010 colorbox-7008\" src=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_map.png\" alt=\"\" width=\"648\" height=\"974\" srcset=\"https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_map.png 648w, https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_map-200x300.png 200w\" sizes=\"(max-width: 648px) 100vw, 648px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<h2>Billions of Tons of Freshwater, Consumed<\/h2>\n<p>Thermal power\u2014power that relies on fuels like coal, natural gas and nuclear energy\u2014provides India with\u00a083 percent\u00a0of its total electricity. While these power plants fail to disclose how much water they\u2019re using in their operations, WRI developed\u00a0a new methodology\u00a0using satellite images and other data to\u00a0calculate their water use.<\/p>\n<blockquote>\n<h4>What&#8217;s the Difference Between Water Withdrawal and Consumption?<\/h4>\n<p><strong>Water withdrawal:<\/strong>\u00a0The\u00a0total amount of water that is diverted\u00a0from a water source (e.g. surface water, groundwater) for use.<br \/>\n<strong>Water consumption:\u00a0<\/strong>The portion of water that is not returned to the original source after being withdrawn.<\/p><\/blockquote>\n<p>Much of the water withdrawn by plants is returned to the lakes and ponds from which it came, but a lot is also consumed, and not returned to its original source. We found that almost 90 percent of India\u2019s thermal power generation depends on freshwater for cooling, and the industry is only growing thirstier. Thanks to increased energy demand and the growing popularity of freshwater-recirculating plants, which consume the most water of any thermal plant, freshwater consumption from Indian thermal utilities grew by 43 percent from 2011-2016, from 1.5 to 2.1 billion cubic meters a year.<\/p>\n<p>To put this in perspective, India\u2019s total domestic water consumption in 2010 was about 7.5 billion cubic meters, according to the\u00a0Aqueduct Global Water Risk Atlas. That means power plants drank about 20 percent as much water as India\u2019s 1.3 billion citizens use for washing dishes, bathing, drinking and more.<\/p>\n<p style=\"text-align: center;\"><a href=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_utility_water.png\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-7011 colorbox-7008\" src=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_utility_water.png\" alt=\"\" width=\"648\" height=\"344\" srcset=\"https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_utility_water.png 648w, https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/parched_power_utility_water-300x159.png 300w\" sizes=\"(max-width: 648px) 100vw, 648px\" \/><\/a><\/p>\n<h2>40 Percent of Thirsty Plants Are in Water-Stressed Areas<\/h2>\n<p>More than a third of India\u2019s freshwater-dependent plants are located in areas of high or extremely high water stress. These plants have, on average, a 21 percent lower utilization rate than their counterparts located in low or medium water-stress regions\u2014lack of water simply prevents them from running at full capacity. Even when controlling the comparison analysis by unit age, fuel type and plant capacity, the observation was always the same: Plants in low- and medium-stress areas are more able to realize their power output potential than those in high water-stress areas.<\/p>\n<h2>Scarce Water Dries Up Revenue<\/h2>\n<p>There are practical and financial implications of power plants\u2019 thirst. Between 2013 and 2016, India\u2019s thermal plants failed to meet their daily electricity generation targets 61 percent of the time due to forced power plant outages. The reasons ranged from equipment failure to fuel shortages. Water shortages were the fifth-largest reason for all forced outages\u2014the largest environmental reason.<\/p>\n<p>In 2016 alone, water shortages cost India about 14 terawatt-hours of potential thermal power generation, canceling out more than 20 percent of the growth in the country\u2019s total electricity generation from 2015.<\/p>\n<p style=\"text-align: center;\"><a href=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/2017_Droughts_and_Blackouts-01.2.png\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-7012 colorbox-7008\" src=\"http:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/2017_Droughts_and_Blackouts-01.2.png\" alt=\"\" width=\"648\" height=\"563\" srcset=\"https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/2017_Droughts_and_Blackouts-01.2.png 648w, https:\/\/www.cawater-info.net\/all_about_water\/en\/wp-content\/uploads\/2019\/10\/2017_Droughts_and_Blackouts-01.2-300x261.png 300w\" sizes=\"(max-width: 648px) 100vw, 648px\" \/><\/a><\/p>\n<h2>The Way Forward<\/h2>\n<p>As India develops, water competition will\u00a0continue to grow\u00a0and climate change will likely\u00a0disrupt predictable water supply. Thermal utilities will become even more vulnerable to water shortages, power outages and lost revenue.<\/p>\n<p>But there\u2019s a better path forward: Upgrading cooling systems, improving plant efficiency, and ultimately shifting toward water-free renewables like solar photovoltaics and wind can all curb water risks to power generation.<\/p>\n<p>It\u2019s worth noting that the government of India already has plans in place that give reason for hope, such as the\u00a0notification on power plant water withdrawal limits\u00a0and the\u00a0\u201c40\/60\u201d renewable energy development plan. If these ambitious policies are enacted and enforced, our estimates show that India will save 12.4 billion cubic meters of freshwater from being withdrawn by power plants. That\u2019s a year\u2019s worth of showers for 120 million people \u2013\u00a0more than live in the Philippines.<\/p>\n<p>But change won\u2019t happen overnight. Even with proactive policies in place, the key lies in their implementation.
