Organizational set-up of water-management organizations

The simplified scheme of the current organizational set-up of the Ministry of Agriculture and Water Resources (MAWR) in Uzbekistan is shown in Figure 1.

Agriculture in the Republic of Uzbekistan is controlled by an entity, which was formed in 2003 and is referred to as the Agrotechnology Unit at the umbrella of MAWR. This unit is comprised of provincial and district agricultural and water management administrations (‘Oblselvodkhoz’ and ‘Rayselvodkhoz’, respectively) (Fig. 2).

The Central Water Management Administration (CWMA) of Uzbekistan is a state water agency, which is a part of the Ministry of Agriculture and Water Resources.

CWMA includes the Main Canal System Administration for the Fergana Valley (MCSA FV) and a number of BISAs. Besides, CWMA coordinates a number of organizations, including the following operational entities: Karshi Main Canal Operation Administration (KMCOA); Interprovincial Amu-Bukhara Pumping Canal Operation Administration (IABPCOA); Tuyamuyun Hydroscheme Operation Administration (THOA); and, Andizhan Reservoir Operation Administration (AROA) (Fig. 3).

The State Water Inspection (‘Uzsuvnazorat’) has a network of provincial and district organizations that undertake routine supervision over water use, according to the water law, and over observance of water limits (or quotas) (Fig.4).

Basin Irrigation System Administration (BISA) is a territorial body of CWMA, which is responsible for implementation of a single policy on water use and regulation in a particular river basin.

BISAs are mainly comprised of ISAs, Main Canal (System) Administration, Provincial Hydrogeological and Land Reclamation Field Offices (PHLRFO), and Pumping Station, Energy and Communication Administrations (PSEC) (Fig.5).

The main function of the Main Canal System Administration and its organizations (MCAs) is to transport water along canals and deliver water to secondary canals, i.e. MCA is responsible for “water supply management” only.

The Main Canal (System) Administration for the Fergana Valley with the Unified Dispatching Center (MCSA FV) is a subdivision of CWMA. MCSA FV is comprised of 3 Main Canal Administrations (MCAs) (Figures 6, 7):

  • South-Fergana Main Canal Administration (SFMCA).
  • Big Fergana Main Canal Administration (BFMCA).
  • Big Andizhan Main Canal Administration (BAMCA).

Depending on size and subordination, there are three types of Main Canal Administrations (MCAs) in Uzbekistan that report directly to

  1. CWMA (KMCOA, IABPCOA).
  2. MCSA FV (SFMCA, BFMCA, BAMCA).
  3. BISA (NFMCA, BNMCA, …).

Irrigation System Administration (ISA) is a subdivision of BISA and a territorial body of CWMA responsible for water regulation and use in respective irrigation system. ISA is a body, which directly works with water users, i.e. WUA, etc. (Fig. 8).

Provincial Hydrogeological and Land Reclamation Field Office (PHLRFO) is a supreme territorial reclamation organization. Activity and structure of PHLRFO are organized along I&D systems with subdivisions. PHLRFO’s divisions are formed according to administrative principle, i.e. by district (Fig. 9). PHLRFO is the only legal person, while I&D system and district divisions are not legal persons. There are no heads of divisions.

Personnel of division reports to the head of I&D system. Number of personnel may vary depending on size of given district and conditions of land. Personnel of division is usually comprised of: hydrogeologist, collector engineer, hydraulic engineer, and 1st category technician (2-5 persons).

Pumping Station, Energy and Communication Administrations (PSEC) are established within the boundaries of provinces. They report to BISA and are financed directly from CWMA.

Activity and structure of Pumping Station, Energy and Communication Administrations are organized along the irrigation systems (IS) under responsibility of ISAs (Fig.10).

Operation regimes of pumping stations located at irrigation systems are set by respective ISAs, while those of inter-system pumping stations – by BISAs.

Sub-divisions of PSEC are formed either by administrative principle (by district, e.g. Syrdarya-Sokh BISA) or in connection with irrigation canals (e.g. Zarafshan BISA).

PSEC is the only legal person, while its subdivisions are not legal persons.
